In the introduction the vision and strategy of the U.S. policy after 9/11 is discussed. The U.S. perception of a close link between Security and Liberty is discussed with reference to the Monroe Doctrine. Two positions is outlined: One that see U.S. Security secured though a globalization of the what is labelled the American Order and one which worries that an activist regime shift strategy will create more enemies than it defeats. That leads to the question, why democracy has not developed in the Middle East. Four theories are discussed followed by four case studies analyzing the relation between politics, religion, and globalization in Yemen, Saudi-Arabia, United Arab Emirates, and Qatar. In the conclusion it is stated that unless the U.S. Middle East policy is conducted with due respect to rights it will create more enemies than are defeated.
